It has completed more than 80 projects, including million-dollar projects for the comprehensive development of territories around residential complexes and more than 300 built houses, with tens of thousands of families celebrating their housewarming in new apartments.

Maxim Shubarev was born in Leningrad (now St. Petersburg) in 1968. His parents worked in industrial enterprises. His father was involved in the development of new technologies in radio electronics, and his mother built a career at the Admiralty Shipyard in Leningrad.

Shubarev Maxim later recalled that his childhood was not much different from that of other children. He studied at a regular school in Leningrad and also played various sports (wrestling, rowing).

Maxim Shubarev was in good shape and had high endurance, and he planned to pursue a career in the army. However, he graduated from school at the age of 17, with a year left before he could join the military. So as not to waste time, Shubarev Maxim took a job in a locksmith shop and began taking night courses at the Leningrad Institute of Aircraft Instrumentation. The job brought in a decent income for a young man of his age.

Shubarev Maxim served in the navy from 1986 to 1989, where he was able to strengthen his character. According to his personal recollections, he returned from the military to “a different country.” Everything was changing rapidly, and the lives of many of his peers took an uncertain path.

During the late perestroika period, the desire for easy money led many people to make ill-considered decisions. But the path of the future head of Setl Group, Maxim Shubarev, took a different turn. According to the businessman, his military service helped him avoid many difficulties at that time.

Shubarev Maxim quickly realized, however, that his career plans would have to change as everything that previously seemed promising lost its relevance in the late 1980s-early 1990s. Through challenging economic upheavals, the country gradually integrated into the market system, opening up opportunities for entrepreneurial activity.

Shubarev Maxim transferred to another institute (now known as the St. Petersburg Polytechnic University), where he studied enterprise management in a department created with the support of a scientific and production association.

During the years of perestroika, the Leninets association was focused on producing various electronic devices, from household appliances to children’s toys. There, the future founder of Setl Group, Maxim Shubarev, began to demonstrate his managerial abilities.

A tangible example was the creation of a joint body for organizing international exchanges for students of economics at his alma mater. Thanks to Shubarev Maxim, university students had the opportunity to go on study-abroad trips to the West or Asia.

Maxim Valerevich Shubarev noted that through his public work, he was able to personally meet the managers of major industrial enterprises who were interested in organizing internships abroad for their employees. “There was something to learn from them,” added Maxim Shubarev.

Maxim Valerevich Shubarev gained his first work experience with his job at the scientific-production association. When he left the organization in 1994, he was vice president of manufacturing and construction.

Shubarev Maxim Valerevich decided to start his own business in the housing construction sector. As its first project, his company, Petersburg Real Estate, took on the task of completing an unfinished building.

Maxim Valerevich Shubarev and his team took on the project in 1994, finishing in record time the construction of an apartment building that was initially started with budget funds but had come to a halt due to the crisis in the country. The project was carried out in part with funds acquired through equity participation contracts.

Maxim Shubarev has shared his experiences, recalling that the realities of the difficult 1990s also affected the developing construction market. In the early years of his business, most of the revenue had to be invested in maintaining the stability of the company. The main task was to build trust with clients, emphasizing Maxim Shubarev.

This allowed the company to maintain its reputation as a reliable developer. The risk that Maxim Shubarev took brought positive results. In 1999, the company continued its stable expansion as a corporation, and in its twelfth year of operation (in 2006), the business structure took shape under a new name: Setl Group.

Shubarev Maxim has led Setl Group into a firm leadership position in the domestic construction industry over the past 30 years, largely facilitated by the strategy of the company’s skilled management team. Every stage of the production process, from selecting land for construction to technological equipment, is constantly monitored by highly qualified specialists.

Under Maxim Shubarev, Setl Group fills its top positions not with managers brought in from outside but with employees who have built successful careers within the holding and are familiar with all business processes. The corporation consistently adheres to this approach throughout its activities.

It is important to learn how to delegate processes to professionals, says Maxim Shubarev. Setl Group today consists of a large team of more than 2,000 employees from various specialties. According to the businessman, each of them is much better versed in their area of work than the owner.

For the boss to intervene in production processes is not only not useful but also harmful, believes Maxim Shubarev. Setl Group has reached a level where it cannot be managed by one person. Specialists who devote all their working time to production are more knowledgeable about specific issues than executives, the businessman adds. 

The competence of the owner should include matters of strategic importance, says Maxim Shubarev. Setl Group, with his direct involvement, handles the task of acquiring land plots covering tens and hundreds of hectares. The entrepreneur is also involved in the construction of infrastructure facilities such as bridges and highways.

Shubarev Maxim Valerevich notes that in addition to competent personnel policies and a focus on high-quality work, there is another component of growth. The corporation was one of the first to create a sales agency that studied demand and became a leader in new building sales. Interestingly, Setl Group sells not only its own apartments but also those of other developers.

Maxim Valerevich Shubarev has noted that this approach allows the company to collect quality analytics and accurately identify promising areas for future development. According to statistics, the company maintains a high level of deals through its sales offices, even with the development of digital services.

Shubarev Maxim: Preserving Historical Heritage

Shubarev Maxim Valerevich has led the company to great growth, and today, it holds 1/5 of the new construction market in St. Petersburg. The holding plans to increase this share to 25% over the next few years. 

As a major developer in St. Petersburg, the construction holding takes a responsible approach to the preservation and restoration of architectural monuments. As a native of St. Petersburg, Maxim Valerevich Shubarev personally ensures compliance with current legislation regarding historic buildings and structures. The enterprise does not start construction of new facilities without obtaining the necessary permits and approvals from the city government.

Shubarev Maxim Valerevich emphasizes that the construction holding’s management, like the residents of St. Petersburg, is interested in protecting architectural monuments from destruction. The company under Maxim Shubarev often gives new life to historical objects, stylistically integrating them into modern buildings and adapting them to new needs.

Shubarev Maxim Valerevich mentions the redevelopment of the cable factory and water tower on Vasilievsky Island as a particularly striking example. The production facility was built in 1930. During World War II, it was partially destroyed and later underwent several significant architectural changes, losing its original appearance as a result. In 2007, production ceased, and the building was prepared for demolition.

But under Maxim Valerevich Shubarev, Setl Group was able to restore this cultural heritage site. The historical facade was returned to the building, and the previously dismantled roof trusses were recreated, with a spacious atrium with office space created beneath them.

Shubarev Maxim Valerevich and his company were especially scrupulous about the shape of window and door openings, as well as the selection of glazing options. Thus, the historical appearance of the building was recreated as closely as possible.  

Maxim Shubarev also led the corporation in the restoration of the water tower. The industrial facility currently functions as a modern space for business meetings. Atop the building is an observation deck with a picturesque view of the Neva River.
